Brig. Gen. Edi Sumantri, deputy police chief in East Java province, says 500 passengers had already boarded the ferry at the Surabaya port when the fire broke out in a truck that was parked in the vessel early Wednesday.
Some passengers jumped into the sea and others caused a stampede as they tried to run down the loading ramps.
The ferry accident was Indonesia's second this week. On Monday, six people died and 15 others went missing when a ferry caught fire after colliding with a coal-laden ship off Borneo island.
Ferries are a main source of transportation in Indonesia, a vast archipelago nation of 235 million people.
